Because of cannabis prohibition, millions of cannabis users and those around them face ongoing health and safety risks. Therefore, it is impossible to have an effective policy of protecting minors and preventing problematic use.

Cannabis Social Clubs are non-profit organizations of adult citizens. They organize - within a closed circle - the production of a limited amount of cannabis to cover their own needs. Cannabis Social Club members may not resell their cannabis to third parties or share it with minors.

However, there is a system of cannabis production and distribution that can reduce problems and lower costs of repression. A system that allows to use cannabis in a responsible way. A system in which state bodies can have insight into the entire process from cultivation to consumption.

Cannabis Social Clubs can emerge in a variety of forms, depending on the national drug policy framework within the international drug treaties. According to the European human rights conventions, European citizens have the right to form organizations that look after their interests. If their activities do not threaten public health or safety, state organs have no right to intervene.

Within a cannabis social club, the cultivation of cannabis can take place while conforming to sanitary and safe standards. This means minimal use of chemicals, no electricity theft and reduced risk of fire.

The distribution takes place from the point of view of effective prevention of irresponsible and problematic use. Membership in the Cannabis Social Clubs is restricted to adults only.

A cannabis social club offers a viable option to reverse the role of criminal organizations in the cannabis market. In addition, it reduces the risk of cannabis being altered by the addition of toxic extenders such as glass.

Currently, Cannabis Social Clubs only operate in Spain, in agreement with the authorities. In other countries there are initiatives to found such clubs.
